Episode Summary
In this episode of The Expat Files, Johnny Mueller shares his experiences with Decameron resorts across Latin America and beyond. He highlights the affordability and quality of these all-inclusive resorts compared to traditional first-world resorts like Sandals or Club Med. Johnny notes that Decameron has over 40 resorts in Latin America and even in Africa, with locations in Morocco, Senegal, and Cape Verde. He compares the prices of Decameron resorts to those of Sandals and Club Med, noting that Decameron's rates are significantly lower, ranging from $49 to $200 per person per day. He also mentions that the local prices at Decameron resorts are about half to a third of the internet prices, especially during the off-season. Johnny shares a personal anecdote about encountering two sunburned gringos at a Decameron resort and engaging in a conversation with one of them, who turned out to be a retired Californian with a history of Harley Davidson involvement.
In another segment, Johnny recounts an encounter with a man who claims to have been staying at the Decameron hotel in El Salvador for over a year and a half, with plans to travel to other Decameron locations in Jamaica, Senegal, and Morocco. The man reveals he has a VIP membership, which he says provides special deals, but Johnny suspects it might be a timeshare scam. Johnny decides to investigate by going to the lobby and speaking with a woman with a clipboard, who offers him a free stay in exchange for listening to a lengthy sales pitch. Johnny, aware of typical timeshare tactics, becomes suspicious and prepares for a potential scam.
Johnny also discusses a vacation plan that allows him to use 60 weeks of vacation time over 20 years, with the flexibility to use the time at any of the company's resorts. He initially compares it to a timeshare, but the system is different, as it involves a block of time rather than ownership. The cost is $8,100 for 2,000 points, which can be used to stay at various resorts across multiple countries. The system includes a point-based structure where points are used to book stays, and there are promotions that offer extra points or weeks. Johnny is skeptical at first but is convinced by the details and the experiences of others who have used the system.
In another segment, Johnny discusses the business model behind a membership program for all-inclusive resorts, specifically Decameron, which offers a seemingly unbeatable deal for expats. He explains that the program is marketed to Latin families, who are upper-middle class and often work regular jobs, and that the company makes money by relying on the fact that most members only use the benefits occasionally. He also compares this model to health club memberships, where the majority of members eventually stop using the service. Johnny highlights the affordability of the program for retirees, noting that the cost is comparable to a social security check, and discusses the ease of travel within Latin America, emphasizing the low cost of transportation and special airline deals for members.
Finally, Johnny discusses the Decameron membership and its benefits for expats living in Latin America. He explains that the membership allows members to stay at over 6,500 RCI-affiliated hotels worldwide for $199 per week, with up to four weeks of use per year. He contrasts this with the high cost of accommodations in Europe, where he estimates minimum rates to be around $100 per night. Johnny emphasizes that the membership is only available to expats in Latin America and requires pre-qualification through a booked vacation. He also highlights the financial implications of paying for the membership via credit card, noting that it can result in higher costs due to interest. Johnny concludes by suggesting that the membership is a valuable opportunity for expats, but it's not widely known or easily accessible.

[00:00] South of the border down Mexico way That's where I fell in love when the stars above came up to play and now as I wonder My thoughts ever straight Hi everybody I'm Johnny Mueller and you're listening to the expat files Living in Latin America the show that tells you what it's really like to live work play and or retire in Latin America I tell it just like it is so let's get started Now today like I promised I'm gonna finish off what I started in the last segment It's something that I said in the last show is gonna be a real eye-opener for you So pay attention and just to review I mentioned that a few weeks ago
[00:46] I went to one of these all-inclusive resorts called the Decameron resort and I mentioned that they've got over 40 of these resorts In ten or so Latin American countries and I understand they even have one in Cape Verde Which is an island about 350 miles off the coast of Western Africa And they've got one in Morocco and Senegal and don't ask me how a Colombian owned an operated resort chain like that Ends up with three all-inclusive resorts in Africa beats me since 98% of the resorts are in Spanish speaking countries And those three countries in Africa use French Arabic and Portuguese Doesn't that seem like a strange mix? And I also mentioned that they're very comparable to any first world all-inclusive resort like sandals or Club Med
[01:31] For example only I'd rate that the camera on chain in general with only three stars with sandals and some of the club meds being Three and a half stars or four though Like I said with over 40 resorts some of them will be three stars some three and a half and some are even four Especially the new ones for example the three brand new ones in Africa on the brand new one in Ecuador And like I said forget about checking it out on the internet You're gonna see that the prices are from a hundred to two hundred bucks a day per person Which is still on the very low end of the scale as far as all inclusive Resorts go when you compare that price with any of the resorts that you've heard about Because I'm sure you never heard of Decameron Anyway, like I also said down here in all the really big Latin American cities The Decameron people have an office and when you walk in there
[02:18] You'll see that the local prices are like half to a third of what the internet prices are For example in the off season which down here runs about ten and a half months a year You can get a per person rate of about forty nine bucks a day And that's all inclusive with no restrictions all you can eat and drink including alcohol And of course that's the complete price it includes taxes, too Now compare that with a sandals or a club med the prices there are in a different universe all together I've never seen anyone get a sandals or a club med deal for under two hundred dollars per person per day double occupancy Though I've seen some deals advertised with those resorts where it's under two hundred bucks per person per day Look out for the fine print because there's always a hook well so far so good and
[03:07] In the last show I mentioned that if two people Double occupancy were to live for a whole year in one of those Decameron's Let's say a retired couple living on two social security checks Well that would just about cover the thirty plus thousand dollars It would take to buy an entire year at a Decameron and although you'd be living the life of luxury and people be waiting on your Handed foot it would take every dime of two social security checks to do that which to anyone who thought the whole deal out It might feel a little bit too much like you're pushing the edge You know especially if you've got no assets and all you're living on is that social security check all right? So let's put that idea aside for a minute, but it'll be worth coming back to later anyway So I'm at this very nice at least three star
[03:53] Decameron all-inclusive hotel resort and this place holds like a thousand people have got at least 500 double occupancy rooms and as usual there's virtually no gringos to be found except yours truly And I should know because in the last 10 years I've been to a Decameron resort at least six times when before I forget let me repeat that I have Absolutely, no connection and nothing to do with this Decameron resort thing It's just that I'm always snooping around looking for good deals for expats and man keep listening cuz we hit the jackpot on this one So anyway on the second day. I'm at this Decameron resort lo and behold from a distance I spot two sunburned gringos Further frying themselves on the beach and since I'm not one to hang with gringos much at all
[04:39] I prefer hanging with the locals I didn't wander over to connect with them or anything I just filed it away for future reference, but I must admit in the back of my mind I was thinking how the hell did they find this place sure it's completely geared to tourists and vacationers But only Spanish-speaking Latinos who've got the extra cash to afford a place like this And then a little while later I'm standing at the snack bar by one of the seven beautiful pools and one of those sunburned gringos walked right up next to Me and of course the first question is where are you from? That's always the first question when you run into a gringo in Latin America, and I tell him of course Chicago And he says California now I'm looking at the guy and talking to him and I tell you I think I got this guy figured out I mean it isn't hard. He looks like about 65 years old the usual pot belly
[05:28] Kind of weather-beaten and not that well preserved for his age You know rough and ready with way too many wrinkles yet a guy you'd never want to mess with and why on one of his Massive arms he had a huge Harley Davidson tag too, and he had a smaller version of the same thing on one of his legs So right away We start talking about Harleys and he starts telling me about his connections with Harley bike clubs in California in the 60s and 70s And stuff I got his history figured out alright But I can't figure out how he found this place I mean I heard him talking to a waitress and his Spanish really sucked and though the people are extremely friendly here The place itself is not English friendly. I mean we are way off the gringo tourist track Then he asked me how long I'm staying at the decameron and I tell him a week this time
[06:17] And when I asked him how long he was staying he said oh, I don't know Maybe forever and you know that's the answer we all like to give him or having a good time on vacation, right? Wishful thinking and an answer you don't take seriously then I asked him well then how long you've been here And that's when my eyes bugged out. He said you mean at this decameron a year almost a year and a half I said you mean a little over a year in El Salvador in the country, right? He said yeah, and we've been staying at the decameron and i'm thinking this can't be right How could he be at this decameron for a year and a half and then he said yeah in about a month We're heading over to one of the decamerons in jamaica and we'll stay there five or six months till hurricane season And then we're off to that one in Senegal or the one in Morocco
[07:02] We haven't decided yet, but we're definitely hitting the decameron circuit in africa And all the while i'm thinking these guys might look like white trash, but they're loaded Maybe one of them won the lottery or something. So then I said, you mean you and your buddy Just go around the world and stay at decameron hotels. You retired or something. He said yep I'm 66 and been collecting social security since i'm 62 and then I said, yeah, it's pretty cool You just stay at the camerons for months or even years. You must get a hell of a deal Then he broke into a big grin and said you could say that we have one of those vip memberships here Vip membership, huh? Hmm. I've been here six times and I never heard of that sounds cool It obviously works for you And he just nodded and gave me that big gesture cat grin again
[07:51] Then I asked him just what kind of deal did they give him and he said Have you seen those people walking around with those little clipboards? And I said I don't think so and he said well go into the lobby and if you don't see someone carrying one of those things Just ask at the front desk about the membership and they'll take care of you Then he said but don't bother unless you speak spanish Because they don't give you the spiel in english. No one speaks english around here Then I asked him, you know one gringo to another why don't you just fill me in on the details now? So I don't have to go through all that He said, you know what if I told you you just wouldn't believe me Do you speak spanish because it's a deal of a lifetime, but you're never gonna hear about it unless you speak spanish Then he said and that's more than likely why they didn't give you the membership spiel when you first came in the first day
[08:37] Because when they see you're a gringo, they figure you don't speak spanish. So they just don't approach you and I said, okay So fill me in He said, you know what i'm not gonna fill you in If you speak a little spanish go and get the spiel yourself because first of all if I tell you you're never gonna believe it And secondly, it'll take like a half hour to go through the details And it's 11 in the morning and i've had six or seven drinks already and i'll just **** it up And you know in that moment i'm pretty smug. I'm thinking he's probably just getting that rock bottom deal I got 49 bucks a night the same deal I got at one of those decameron business offices in the big city Only he calls it a membership and I said to him, you know If it's that 49 bucks a night special deal that they run I figured it out for double occupancy and it still runs about 30 000 bucks a year or so
[09:24] Because whether you're here alone or you're with another person, you still got to pay for double occupancy That's how they sell the rooms and then he actually chuckled a bit and his grin got even wider He said no, no No, just go over to the lobby and talk to someone with one of those clipboards and get ready for a shock, bro So I did I went over to the lobby and I found a lady with a clipboard and I asked her to give me the spiel About the vip membership which she said was going to take about a half an hour But if I sat through it they'd give me three free days at a decameron double occupancy Just for listening to the spiel and that's when the red flags went up. I'm thinking uh-oh This sounds an awful lot like a timeshare scam because that is a typical timeshare move They get you to listen to their spiel and they give you a couple of free timeshare days, right?
[10:13] While they try to sink the hook into you So now i'm in this little room with this lady preparing myself for a letdown especially with what she said next She laid another typical timeshare line on me. She said mr Johnny how many weeks of vacation do you take a year and she followed that question up with this She said mr. Johnny and how much money do you think you spend every year on vacations? So I gave her a nice round fictitious figure Something I knew she'd want to hear oh and by the way before we even started talking She helped me fill out a nice long form Ask me for the usual personal data and stuff and I gave out a bunch of wrong information on that score too But funny enough, they never did take a photo Anyway after we went through about 10 or 15 minutes of that She says how much would it be worth to you to stay at one of our decamerons any one of our decamerons?
[11:02] For three weeks a year for 20 years and remembering my second grade math. I said 60 weeks you're talking about right that's 60 weeks and she said yes And you have 20 years to use those 60 weeks And then I asked her if I could use those 60 weeks in two or three or five years and she said sure You can use them anytime you want within that 20 years Then a light bulb went off in my head because I talked to the harley guy and I said That means I could use 52 weeks and go a whole year and have eight weeks left over to use some other time And she said correct and then I said wait a minute now I want to clear something up. You're not trying to sell me an individual room at a particular Decameron for example like a timeshare now, are you and she said oh, no
[11:52] You don't get ownership to anything and you don't have to pay maintenance or rent You're just buying a block of time that can be used at any one of our resorts. Then I said, okay. Okay What's the bottom line? And she kept hemming and hawing and saying well, what would you pay for this? And I said don't ask me what I'd pay for it Tell me what the bottom line is tell me what you're gonna give it to me for and in the end It still sounded exactly like a timeshare sell to me. I just couldn't get those horrible 1980s and 90s Timeshare memories out of my mind back then against my better judgment. My own mother got sucked into one of those I used to say they were the worst real estate investments of all time and well, they were until the big bubble blew in 2008 But the reason I keep thinking timeshare in the back and in the front of my mind
[12:38] Is that timeshares are actually on the radar down here and latins? They just don't know any better because they haven't been through what we've been through before which is part of that glorious gringo advantage of ours Anyway, eventually I did get the lady with the clipboard to write a figure down for me And like the biker said it absolutely did blow my mind 8100 dollars think of it 8100 dollars to spend a whole year with a few weeks left over at any one of over 40 Three-star and better all-inclusive resorts in over 10 countries in the world And you know being that I'm from the first world and this sounds way too good to be true I asked a million questions. For example, what if I want to stay in one of your resorts in the Bahamas?
[13:26] How do I do that? She said they have an international toll-free call center number just to make those reservations for vip membership holders only And you only have to give 48 hours notice if you want to make a reservation And then I asked her what if the place I want to go is full when I make the call? How likely is that? And she said they could get filled up to a month in advance, but only in the high season So if you want to go in the high season make your reservation more than a month ahead and you'll be fine It will almost always work out for you And then she showed me a little booklet that had a page with a picture of every one of their resorts on it And on the page it had a calendar Blocking out the high season and the low season and I noticed for example for the one particular hotel
[14:13] I was looking at that was in panama during the high season. It had the number nine written repeatedly over every calendar day And for the low season it had the number five and I said, what are those numbers for? Then she said well, you see when you pay 8100 dollars like I mentioned you get 2 000 points that you can use over those 20 years That's how this system works by points and when you stay at one of our hotels we subtract points In other words, for example in this hotel in panama that you're looking at during the low season it costs nine points a day So at that rate if you stay a week you'd use up 63 points But it turns out you don't use up 63 points because if you elect to stay the whole week
[15:00] You don't pay the daily rate But you get a weekly discount which brings the total down to 50 points for the whole week And now I understand why that harley davison guy didn't want to explain this to me Especially after six or so drinks. It's a bit complicated, but very much worth the effort Believe me And the point system like that varies ever so slightly with each hotel that you select But if you average out all the hotels you do end up using between five and nine points a day Or 30 to 50 points a week if you book by the week So booking blocks of weeks instead of by the day is a much better way to go So you're looking at this way if you use 50 points a week at whatever resort you choose to select and you bought 2000 points for 8100 That means if you divide 50 into 2000 you only get 40 weeks, but there's 52 in a year, right?
[15:52] Well, it turns out you get that extra 12 weeks back in bonus deals Because every week they run promotions and deals to give you extra points in extra weeks So in the end you do actually end up with more than 52 weeks For example, she just showed me a promotion they ran in november That said if you would have booked any of the decameron hotels in november All the points you would have accumulated during that month would be cut in half So if you stayed the whole month instead of 50 points a week, you'd only be paying 25 points a week You get it? Well, even if you don't trust me when I say that you can stay for a whole year on 8100 bucks In fact, I verified this with my brand new harley davison buddies who've been doing just that for about three years now And they said they never had a problem getting a reservation anywhere they wanted to go either
[16:41] Which was one of my doubts when the lady with the clipboard mentioned that call center that you make the reservations with though I guess now you can do it by internet, too Now I know this seems too good to be true. It did to me too, but it gets better In fact a hundred percent better because guess what remember I told you that if you make a reservation That's gotta be for a double occupancy room Well when I spoke about that point system, you know the average being anywhere between 30 to 50 points a week That's for double occupancy So it's eighty one hundred dollars for two people And not that this will matter to 99.9 percent of ux paths and wannabes up there But you can bring up to four additional people along with you for only one point extra a piece per day
[17:30] Which to me seems radically unbelievable. All right now you got to be wondering how can they do this? How can they make money? It seems basically impossible. It's got to be a losing proposition all the way Well, there's one very good reason why it works and continues to work is because people who can afford to buy these memberships They're working all the time remember nearly 100 of these vip memberships are marketed to latin families and latin people are obviously Upper middle class and have regular treadmill jobs that they have to go to Yep, the upper middle classes and the wealthy are on treadmills, too They have to be because like the majority of north americans. They don't have any money in the bank They have a lot of things and they look kind of first world middle class and sometimes slightly better
[18:18] But they're living on credit and from paycheck to paycheck, too And they feel like they've made it that they've arrived because well It's the american way and of course they strive to be just like the stupid gringos They see on cable tv and the people that go to these resorts have achieved that Which means they have everything in common with middle class americans up north But almost nothing in common with us real dyed in the wool x-pads We have a completely different motivation for being down here in the first place And have a completely different motivation for wanting to sign on with a program like this That very small percentage of latinists who do have the money or the credit rating to sign on to a program like that I'm talking about the top three to five percent of all latins
[19:03] They do it because it's a very cool first world-like thing to bring your family to And it turns out they only can really swing a week or two at max a year Whereas us x-pads and wannabes who happen to stumble into a terrific deal like this We want to buy into it so we can use the crap out of it But still you have to be thinking how can the company make such an unbelievable offer like that? Well, it's like this It works on the same principle as the membership system in those big health clubs like gold gym and scandinavian gym Not to mention those women's membership only health clubs and spas like curves The management counts on the fact that 90 percent of the people who sign up Show up for the first couple of months and then just give up on it
[19:48] And places like gold's gym have the statistics to prove that that's exactly what happens You get your very small percentage of diehards and the rest of the people just fade away Okay. So again, it's 8100 for two double occupancy at an all-inclusive three-star or better resort Now bear with me for a second. Now if you're 62 or older, what does social security pay out these days? Well, like I said before about between 12 and 1600 bucks a month That's 14 to 19 thousand dollars a year and that's just on one social security check Still a poverty and cat food income if you're living up in the states, right? Now i'm telling you you're not going to find cat food at a three-star all-inclusive resort and don't forget that number now
[20:37] 8100 a year for two people And now here's another couple things to consider like my new white trash harley buddy explained He says, you know, you can get bored with the paradise You happen to be in too much of a good thing and all that you do need to change your scenery once in a while I mean after all that's why the queen has Buckingham palace and Windsor castle too, right? But in this case you have 40 plus decameron paradises to choose from but then you might be thinking Transportation to all those countries could run into some big money, couldn't it? And how's that gonna affect your social security budget? Well, if you're staying in latin america, you can just hop on a bus There are dozens of non chicken bus lines to everywhere And for example, if you wanted to take a nice luxury bus from guatemala city all the way down to panama city
[21:28] It'll only cost you about 100 bucks or less even though on a trip like that from guatemala to panama You'll cross through four different countries I mean when you're down here as an expat who needs to jump on a jet and spend 500 bucks Just to get there in an hour and a half. I mean who's in that kind of a hurry? That's one of the reasons expats jump off the treadmill in the first place Anyway, I always recommend the scenic route, you know But let's say for example, you book a decameron in columbia or in ecuador or in africa Then basically you have to fly or take a cruise ship It turns out that decameron resorts have a special deal going with certain airlines And having one of those memberships allows you to get 30 to 40 percent off any standard airfares that you can find on the internet And speaking about way too good to be true. There's one more huge perk that I haven't even mentioned yet
[22:19] So anyway by this time i'm hooked Not because I want to live in one of those decamerons for the rest of my life though. That's not a bad start Believe me. It's just that I travel around so much and they're very convenient So anyway, just as i'm about to sign on the dotted line myself a lady with the clipboard says to me Oh by the way, have you heard of rci hotels? It's an international affiliated chain like best western is in the states and I said, yeah I've seen the logo all over the place, especially in europe. Well, then she says did you know that there are over 6500 rci affiliated hotels in the world Then she laid this on me. She said with your decameron membership You could stay at any rci affiliated hotel for only
[23:07] 199 a week and you're able to use those rci hotels up to four weeks a year For every one of those 20 years of your membership Now when she said this my head was really spinning because just recently I was making arrangements to do a seminar in spain And when checking around for accommodations anywhere in europe i'm talking decent accommodations now with minimum standards Not youth hostel or backpacker style Well, you're looking at at least 100 bucks a night for a room And much more if you're in one of the big cities like rome london or paris So think of it. You could stay at one of these rci hotels for 200 a week And those rci hotels are not standard basic hotels. They're three four and even five stars
[23:55] But whatever your standards are I found out that in my case i'd be paying at least 700 bucks a week A bare minimum of a hundred bucks a night But i'd only pay 200 a week with the decameron membership now with that said and all i've described before You're thinking all this is way too good to be true But remember we're talking about a deal that cannot be had in the first world You can only sign on if you're down here in latin america in person So keep this in mind that warning that we get about things that seem too good to be true Does not necessarily apply to us expats when we're off the tourist trail I mean take the gringo advantage. For example, that seems too good to be true, but it's real And this is worth repeating. You're not gonna find that decameron membership
[24:42] I'm talking about on the internet or anywhere from up in the states And even if you go to a decameron satellite office in a latin city, there's just no mention of it The only time you can sign on Is if you've already booked a decameron vacation and you're down there walking around and my harley davison buddies explain that It's only offered to people. They know are already capable of paying the monthly payment People who've already shelled out for a decameron vacation So they're pre-qualified But that's not all the first thing they do when they sit you down to make the proposal Is they ask you what kind of credit card you want to put it on and they try to cushion the blow by telling you That they won't charge the whole amount at once They'll spread it out over three or four payments over a year or two
[25:30] And basically that's the only way they can get latins to sign on to a program like that because they're not savers They don't have cash which I talked about in a few past shows And the only way they could possibly afford eight thousand bucks or more is by putting it on their credit card But the problem is is that the majority of latins even the ones with money only have two thousand dollar limits on their credit cards So they have to spread an eight thousand dollar payment out as long as they can But you see in my case as soon as they started talking about credit cards I said look give me your best price in cash because it turns out if you do put it on a credit card You're not paying eight thousand dollars. You're paying more like ten thousand from the get-go Plus all that credit card interest that's tacked on as you pay and that's why when I told that girl
[26:16] I'd like to pay in cash Her eyes kind of bugged out this time It was dead obvious to me that she was experiencing a rare event Someone actually offering to pay cash and not putting it on a credit card So the bottom line on this whole subject Which is basically a lesson on how to live a carefree and in some people's eyes perfect retirement On half of your basic social security check Now at the risk of ruining a very good thing for people like me expats who've been down here a long time Who never even knew such a thing existed? Basically i'm presenting this whole issue to you because I know 99.9% of all you wannabes up there will get all excited about this and think about it for a couple of days Run your numbers make your plans and after a while it'll just slowly fade away
