Episode Summary
In this episode of The Expat Files, Johnny Mueller dives into the latest changes in residency processes in countries like Guatemala and Paraguay, where expats can temporarily leave and return without losing their residency status. However, upcoming changes may require formal permission to leave the country. He also discusses a new law in Paraguay that allows the government to reclaim land from individuals with significant property tax delinquency, which he suggests is a move toward becoming a first-world country. Johnny thanks a listener for providing insights into Paraguay's residency process and promotes his expat wisdom seminars.
He shares a story about a couple who initially appeared to be successful expats in Latin America, sending money back home and living lavishly. However, their situation has drastically changed due to health issues and economic challenges. The couple, who worked illegally and without proper safety measures, now face significant health problems, including severe lung damage. Their retirement plans have been disrupted, and they are forced to sell their home, which they had hoped to use for retirement. Despite their initial success, they now struggle with the realities of their situation, including the inability to sell their property and the need for medical care in the U.S.
Johnny also discusses the experiences of illegal immigrants in Latin America and the United States, emphasizing how many of them settle into low-paying, often dangerous jobs while maintaining a sense of superiority through remittances sent back home. He touches on the controversy surrounding Donald Trump in Latin America, highlighting a satirical moment where a wealthy Latin American soap opera star criticizes Trump, only to be exposed as connected to a criminal network. Johnny argues that the majority of legal immigrants to the U.S. are professionals or wealthy individuals who go through rigorous processes to obtain visas, contrasting them with the illegal immigrants who often work in menial jobs.
He also addresses a gringa expat's concerns about Latin men being serial cheaters, offering reassurance that there are exceptions and that the issue is not universal. Johnny discusses his experiences with Latin men and their attitudes toward relationships, particularly their tendency to be unfaithful. He references a story about a friend, Christian, who married a woman from a wealthy Mexican family and soon afterward began an affair. Johnny explains that Latin men often have a cultural attitude that views sex as a primary occupation, and that they are possessive and jealous of their partners. He concludes by advising Mandy, a listener, that finding a faithful Latin man is difficult unless she finds someone unattractive and introverted.
Finally, Johnny discusses the cultural differences between American and upscale Latin women, emphasizing that American women tend to seek independence early in life, while Latin women, especially those from affluent backgrounds, often grow up in protected environments and lack the same drive for independence. He argues that Latin men are often drawn to American women (gringas) but quickly realize that these women are not easily manipulated, as they are more independent and intelligent. However, when American women move to Latin America, they often struggle due to the cultural norms where men hold more power. Johnny shares a story about British women who grew up in the Dominican Republic and understand Latin men better, as they were raised in that environment and have a deeper insight into Latin male psychology. He concludes that American women looking for long-term relationships in Latin America may need to accept the cultural norms and potentially settle for an expat gringo.

[00:00] South of the border down Mexico way That's where I fell in love when the stars above came up to play and now as I wander Hello there all you expat wannabes. I'm Johnny Mueller and you're listening to the expat files living in Latin America The show that tells you just what it's like to live work play and or retire down here in Latin America It's a mix of the good the bad the ugly and the great and it's all right here. So let's get started Okay today. Let's start by catching up on some of this Latin American Residency stuff we're always trying to keep you up to date things are changing all the time and here's some new news on that front now If you remember from a couple of previous shows, I mentioned that there are some Latin American countries
[00:47] Guatemala and Paraguay included that once you've applied for residency, you know handed in all the relevant paperwork Got the process going in the government offices You could just take off back home wherever that is Cleveland Maybe and in a couple months when you get word from your lawyer or your facilitator slash expediter Then it's time to come back down and get your finished paperwork Well after that as with the case of Guatemala, you only have to be in the country one day a year While you're maintaining that residency But do note these countries are under pressure and there are some restrictive changes coming along down the pike In fact by hook and crook. I've found out just recently in the works right now our government proposals in Guatemala and other Latin countries Where at some time in the future who knows when? You just won't be able to hand in your application and documents and then take off for Cleveland
[01:37] That said there'll come a time if you leave without official permission When you have to resubmit that residency paperwork again So then you might ask how do you get that official permission to allow you to leave the country for a while? You'll have to go down to the immigration office Sign more paperwork and go through some rigmarole and you'll have a document to show at the airport when you leave Saying you've applied for residency though. It hasn't been granted yet, but you have permission to leave now rumor Has it if you don't do that you can still go back to Cleveland? But when you return you'll have invalidated your residency application process not good, huh? So is that happening yet? No, but it's in the works that said I put my foot on the gas with the residency process
[02:27] All you guys and gals up there who are on the fence because it ain't gonna get any easier Like I've said all along the US is secretly getting quite worried that their milk cows are leaving the barn and never coming back So they're putting the pressure on Latin countries in particular because that's where most of the expats are going Adding a few more hoops and hurdles to discourage expats from leaving So as of now things are as they were but in a couple of months all bets are off And of course, we will keep you posted on that now for more breaking news Remember a few shows ago I was saying that if you're a kind of a deadbeat and paying your property taxes here in Latin America Unlike up in the states the government won't put it up for auction I mentioned that how so many millions of latins never fork over that yearly sum and they just wait till they sell their property
[03:16] Or as aging parents sign the titles of their homes over to their kids. They'll finally pay those accumulated property taxes That said let me read you this email Senor Johnny just finished listening to your July 5th podcast In fact, I own some lands in Paraguay and have always liked the very flexible and lax rules on paying your property taxes there However, just last year Paraguay passed a law Allowing the government to take back lands from people who are over a certain amount in property tax delinquency Now my local contacts down here say it's nothing to be concerned about Till you are at least five years or more in delinquency Which only proves that Paraguay now wants so bad to be a first world country
[04:03] They're trying to become a sort of u.s Light in the center of south america So that's just to fill in a few blanks with what's happening in Paraguay now Anyway, johnny. Thanks for the great info. Keep it coming and it's signed. Well Nobody no signature Oh and regarding Paraguay I'd like to thank one of my expat wisdom seminar attendees and new friend dave for hooking me up with Someone good and trusted people in Paraguay who really can get the residency process going down there Inexpensively on time and exactly as promised So if any of you listeners out there are interested in that very inexpensive Paraguay residency Just send me an email the expat files at gmail.com And i'll send you the details and who to get in contact with and as far as a certain mp3 audio
[04:52] I've made available to certain expat wisdom people who are thinking about Paraguay. That's courtesy of dave too. So thanks for that day Now here's a truly interesting story for all you guys and gals who've been listening for many years You know maybe about three and a half years ago I did a show where I talked about a couple that I met at a christmas party They were a 40 something husband and wife team who snuck into the states illegally some 20 years ago Set up shop in a latin body. Oh, I think it was in new jersey In pursuit of a better life first to get a job second to learn enough english to get by and finally Somehow to get residency which they did get through some kind of a clinton amnesty program Anyway, if you recall I mentioned that they came back down to central america with their new green cards as conquering heroes
[05:40] Bearing trinkets and gifts and stories of wealth and riches to impress the family and friends back home during the christmas holidays Turns out for the first time they were able to come down for a short vacation Legally with green card in hand this they also boasted about to the relatives Believe me the folks back home were duly impressed and in fact quite a bit jealous Especially when they saw they were decked out in nike shoes brand named clothes real bling and the guy Sporting a real leather jacket and they really were the conquering heroes I remember everybody at the party kind of fawning over them, you know Giving them cake and punch and cookies and kind of waiting on them hand and foot After all they were supporting some of the folks back home sending back a hundred or so a month as remisses as latins
[06:26] Who've established themselves in states almost always do in fact? I remember the guy telling me the plan for them was to send enough money back to buy land and they did that Build a nice house in an upscale neighborhood And finally when they hit 60 or 65 retire back down to the home country Because like he said on his social security check he could live like a king He knew it but by all appearances they were living like kings up in the states I mean judging how they came off at that party though always the skeptic. I kind of figured it was a show Though the folks at home ate it right up So like I said, that was maybe three or four years ago Well surprise surprise just a couple of weeks ago. I happen to be at that house again Turns out one of the kids in a family was now repairing computers on the side and I stopped in to check it out
[07:13] And who do you think I ran into? That same couple a little older a little wiser a little worse for wear and a little more humble Turns out in the few years that had gone by since i'd seen him last the old man had gotten sick now He's got some strange kind of emphysema with only 30% lung capacity and can't do his job anymore Now for all of you who remember that original podcast some years ago I mentioned that little successful mom and pop business. They were running revitalizing sinks and bathtubs in older hotels and motels They were experts at masking off and spraying a special epoxy coating on old plastic and porcelain surfaces to revitalize them In fact back then the guy said an old hotel like howard johnson's would call up and he'd have to come in and do a whole
[08:02] Floor of bathtubs and sinks in a week now looking back. Why do you think they got so much work? Because he was the lowest bidder. Why do you think he was the lowest bidder? Because they were an illegal couple working for cash. No insurance not bonded. No office No overhead just word of mouth and of course working under those conditions They did not have to follow osha regs In fact, they'd never much concerned themselves with using the proper masks gloves and eye protection and after 20 years the chickens came home to roost and now he's only got 30% lung capacity So to say the least the guy's lung problems have pressed the reset button on their future retirement plans And about that slightly upper middle class house that he built on that piece of land down here in latin america
[08:50] Paid for by those 20 years of monthly remisses he's been sending back. Well, they won't be retiring there They're down here now as it turns out to sell the place However, after being down here now for the past four months They realized there's a huge real estate bubble and they just can't sell it not for what they think it's worth around 220,000 bucks. Oh, they could probably get some nibbles if it was 120,000 but they're way too proud to do that. So they're gonna rent it In fact, they have rented it and that's why they're leaving for new jersey next week Now in the states, uh house like that four bedroom four bath 2500 square feet pretty nice size lot good building materials would rent for about fifteen hundred two thousand a month in
[09:36] mediocre cookie cutout burbs of chicago or minneapolis or cleveland Well, they started out two months ago at fifteen hundred a month with no takers at all Not a bite. They came down to a thousand then eight hundred still no bites Proving again. It's a huge renters market down here So finally they got someone in at 650 And now it's back to the states for more doctor's appointments and some surgery Which his wife said should all be covered by ovomit care and she seemed absolutely ecstatic when she mentioned that Certainly to that family. Mr. Ovomit is a true savior Because you see the story is for the last 22 or so years as they've been working mostly off the books They never carried any health insurance at all. Now, of course with ovomit care, they're covered
[10:23] So go ahead make your own judgments about that Anyway after talking to that couple a while and by the way, they bonded like hell to me because i'm a gringo You know and now that they've been up in the states for 22 years They have little in common with the people down here except they're short dark and speak spanish, too Even so they maintain to the folks back home a slightly aloof attitude because they feel their designated gringos They much preferred speaking to me a gringo than their own relatives And I noticed while sitting in the living room there, they don't much like watching latin based tv shows They always switch to the us channels. Isn't that funny gringo programs in english? Of course again part of the show for the lowly relatives who didn't know a lick of english
[11:10] Though let me point out that the wife is a gringoized bottled blonde now Perfectly groomed nails nicely painted and all that And get this while we were there the computer kid came in with a coconut and a straw in it and gave it to me And I said well, aren't they getting one and he said no, they won't drink out of a coconut He said translation they'd rather have a gringo drink like a snapple or a coke Anyway, I had a chance to talk with a lady for a while Well, the guy went out to the newsstand with his brother She told me even though she was trying to put on a happy face for the relatives here in the home country She was a bit sad and depressed about their own personal situation And we talked a little bit about lands down here in central america and the ones up in the states in the barrios Where there are so many illegals
[11:57] She only reinforced all those observations that most of us long-term expats have figured out a long time ago In general here's what happens to 99.9 percent of illegal aliens up in the states who do not get caught and deported You know the ones that kind of blend in and settle into a style of life like this couple and here's how it goes Fueled by the so-called pull of the american dream They arrive settle in a barrio where everybody speaks spanish hook up with some friends and relatives And end up settling for a life of boring low-end jobs And even though those jobs are mostly cash and off the books They still pay five to ten times the salary they'd get down in their home country in latin america Now to the folks back home those salaries seem tremendous
[12:45] Unbelievable and because they can send a percentage of that home as those famous monthly remisses These displaced folks can carry on with their lives without a sense of disillusionment Even though they're picking weeds mowing lawns cleaning toilets and spraying epoxy into their lungs So they spend the rest of their lives in that kind of boring drudgery while boasting to their friends and folks back home in Honduras that they've hit the jackpot and the fact is they really really feel good and superior about that Sending back monthly remisses proves to the folks back home that they are in the chips So in the end it's impossible to dissuade those millions of latin americans that the concept of the american dream does not exist
[13:31] Now on a related issue donald trump is in the news constantly down here. They're dissing him left and right You can't believe how much he's hated down here in latin america That said yesterday on the news. There was a trump incident that really cracked me up One of the biggest latin america tv chains univision was interviewing a famous wealthy latin soap opera star Famous to latin's that is because us gringos have no idea who these talentless pinheads are then again We've got stellone the cardashians and stephen segal So who are we to judge anyway her and her? Antonio bandeira's style husband and their beautiful kids were being interviewed poolside in their newly purchased home and guess where My jammy that's where all successful latin entertainers end up
[14:18] Go figure and she began dissing trump Saying first that her and her husband were tax paying residents of the us now She said they were proof that it's not just criminals and rapists and the unwashed low-class masses Immigrating to the us note. She didn't say sneaking in illegally. She said immigrating now Here's the punch line in the lobby of a firestone tire shop where I was watching this on the big screen One of the ladies who was waiting for her car to turned and said to the other lady next to her Look who they're interviewing rosa something or other She's the one whose sisters married to that zeta narco kingpin, isn't she? Yeah, she said and her brother was his accountant and he got shot and killed last year. Remember? Now if that doesn't say it all I don't know what does oh and by the way
[15:07] While we were watching this little interview that soap opera stars made pool boy and gardener were in the background doing their thing All of them short dark people of latin dissent Then the expat friend sitting next to me said johnny i'll bet you a hundred bucks to your 10 All of her help poolside. There are illegals Needless to say I didn't take that bet if you're thinking now johnny you're a racist How could you judge a person as an illegal alien by seeing them on tv for just a second? Well, just remember i've been living down here in latin america for 25 plus years now Off the gringo tourist trail too where the vast majority of illegal aliens up in the states come from The fact is the only way for a latin person to get into the states legally
[15:53] That is to have a legit visa to enter is if he's a talented professional or career person If he's under contract to do work for a legitimate company in the us if he's rich If he's been accepted to a college or university in the states or if he or she is married to a gringo And in all cases you have to prove all that stuff to the american consulate in your country Fact is you have to jump through a hundred different hoops to get a visa legally Not the least of which is to prove to the us embassy That you have a professional degree a long-term steady job in latin america with multiple references a clean police record an active bank account with at least 2 000 bucks us in it as well as a credit card not a debit card with at least a
[16:41] $2,000 limit and if you think a latin person who goes through all that to get a visa legally Is going to work as a maid gardener or pool boy, then you're living on a different planet than I am Oh and speaking of very politically incorrect as for that gringa expat wannabe who wrote me an email a while back She scolded me and said johnny How can you be sure that all latin men will cheat on their wives and girlfriends whether they're gringas or not? I for one am a very young 40 something. You know 40 is the new 20, right? Since I plan on coming down permanently i'm going to be severing all my ties up in the states At least physically. I guess i'll be skyping for a while. I don't hope to put an end to that after a while, too Anyway, you're always saying that latin men are serial cheaters. So what's a gal like me to do?
[17:30] Come on. There must be some exceptions to that rule Maybe you haven't seen any of them yet or you're not in the right place to see them I guess what I need is some encouragement some small bit of positive news to hang my head on so to speak The fact is I don't really feel like coming down and hooking up with gringos Not that there aren't some great eligible good-looking gringo guys out there You know guys without too many bad habits. I can't overlook. I mean we all have bad habits You know, it's just that you know what they say when in rome I'm not one for serial dating either. Not at my age. I'm just looking for some nice latin guy I'm compatible with and likes the same things as I do or at least pretends to and is somewhat convincing about it To be brutally honest. I find that first world guys are
[18:16] As latin say papa sin sala I'm sure you know that latin saying it means a potato without salt bland boring mediocre So come on jenny. Give me some good news about latin guys, please Mandy from michigan. Okay, mandy. Let's first give you the bad news I'm not available But really the bad news is best told with the following story as you know I occasionally play a musical instrument or two and i've gone on tour all throughout latin america with various professional groups And over the years i've always been the only gringo in the band and the rest almost all of them musically talented 20-something children of the rich in fact, you might have heard me in the past mention It's really great to have these guys in your band because their bodyguards can double as your roadies. I poop you not
[19:06] Anyway, I haven't gone on any kind of tour played out in a couple of years But just the other week I ran into one of my old lead players a fantastic lead player, by the way But since he is an entitled child of a rich guy He's bringing down big bucks in his daddy's firm doing almost nothing It was a couple years back now when I was playing out regularly with this guy and uh, he announced he was getting married And his fiancee who was a entitled child of a mexican empresario who owned a legal pharmaceutical company Yep, they have legal drugs in mexico, too Anyway, she showed up at a couple of our gigs and christian the lead player told me he hated it when she showed up She cramped his style with the groupies, you see So anyway, eventually they had this huge wedding gig in cardajena, columbia
[19:53] And sure enough just two weeks later. We're playing at a club in panama And my buddy christian the guitar player brings a girl into the hotel room for the night Now remember this is two weeks after he got married and I said to him the next day christian What are you doing? You're only married for two weeks and you're already shagging somebody He gave me the usual line that latin men have it in their blood And he said our women understand that our mothers understand it our grandmothers understand that They don't talk about it. They look the other way, but like father like son like grandfather It's part of our makeup and an itch. We just have to scratch Then he said look johnny you're a gringo and I don't expect you to understand this
[20:40] I know a lot of gringos have been henpecked and browbeaten by their gringo women In fact, he said i'm not just blowing hot air here I have an uncle in new orleans whose gringo wife keeps him on a very short leash If you ask me, she kind of beat the latin spirit out of him He said that's the price you pay up there for marrying a gringo gringas He said are just not big on taking you back after you've been caught fooling around They don't turn the other cheek like latin women He said no offense johnny, but what you gringos don't understand is sex and women That is sex with women Is and should be a man's principal occupation running neck and neck with football That is soccer and that every latin guy young or old when he sees or meets any woman
[21:26] He instantly measures the attraction potential of that girl And the likelihood or unlikelihood of actually getting it on And he said the worst mistake a gringo down here in latin america could ever make Is to allow his latin wife or girlfriend to be quote platonic friends with a latin guy big mistake. He said He's always going to be thinking about the ways and means of having sex with your wife or girlfriend I know he said i've been there. That's why he said latin guys can be insanely possessive and jealous Oddly enough karma played a big trick on him and now he has two young daughters Then I said christian. What are you gonna do when all the boys start sniffing around? He said they're not leaving the house unescorted till they're 25. I said I get it home the intimate prison, right?
[22:17] Exactly. He said that's how my dad handled my sisters Anyway, mandy, there is some good news Over the years i've met hundreds of latin guys and I actually know two Two latin guys who've been married quite a while who I believe are totally faithful to their wives But in both of those cases those two guys are not what you might call the latin romantic lover type Not by any stretch and as for their wives. Well in this case, they wear the pants in the family They're very nice But dominating women who seem to be a little bit smarter than their mates Maybe that has something to do with it So if in 25 years of being down here, I can only vouch for two latin guys I'm afraid mandy. You're facing some pretty terrible odds in the fidelity department unless you find a homely mousy
[23:08] Introverted little bugger. I wouldn't bet on it Now one thing i've heard over and over from these upscale smooth antonio bandettis types who've been out on dates with gringas And by the way dating a gringa rates right up there with going to disneyland Afterward they tell the same story turns out that gringas don't fall as easily for their bs lines Of course that figures american women are much more savvy and educated than latin women Even latin women who've been to university and have advanced degrees Like I have said over and over upscale latin women are in their protected little shells Their little bubbles of luxury and one of the main things that separates them from american women Is that american women want to get the hell out of the house and on their own by the time they're 20 years old They usually do they're generally motivated to be independent as young ladies
[23:56] Whereas very few latin women are down here in latin america upscale latin women with money and means have that because of their Daddies and their families. They never really get a taste of independence And again, like I said latin guys Just love gringa women and latin guys that hook up with them find out in a hurry Gringas are not easy pushovers for their charm and bs Well, maybe at first when they see their moves on the dance floor and all that though that soon wears off And in most cases I have to concede to the fact that up in the states Anyway, most educated first world gringas I know even the ones in my family are just slightly smarter than their husbands or better halves But wisely they're very good at keeping that secret men have such fragile egos
[24:43] So they let us think we're in control and that works fine, I guess However, note that down here in latin america the tables are turned It's the guy that's in complete control even though the women most likely are a bit smarter than he is Unfortunately, they always I mean always have to give in to him and the macho forces that prevail down here Which is why gringas who come down and hook up with latin guys have so much trouble in the long run And the latin guys they hook up with soon find out Well, they can easily manipulate latin women They are no match for a gringa and another thing over the years. I've known a handful of gringas They're actually brits that were pretty much born and raised in the dominican republic Their fathers being british mining engineers stationed in the dr
[25:28] To survey analyze and open up mines and such and this handful of british ladies. I know grew up speaking Absolutely perfect spanish because they went to those helicopter schools themselves way back when so they mixed and hung out With the kids of the latin elite all their lives In fact one of these gringa girls was for a while the girlfriend of the son Of the secretary of treasury for the dominican republic. So all dr funny money had this guy's signature on it Anyway, she left the dr for the us at about 20 years old to go to a us university Meanwhile the spoiled rich kid ex-boyfriend of hers Married the daughter of the guy in the dr that owned the entire coca-cola franchise for the country Then when this young british lady graduated from the university in the us
[26:17] She went back down to the dr because she missed it and immediately jumped into an affair with her ex-boyfriend On the very first day that she saw him didn't matter that by now He had two kids and didn't matter that his wife actually found out about it and did nothing She didn't divorce him threaten him leave him She just told the guy as many upscale latin wives do He must be more discreet if he's going to pull that kind of stuff She wasn't going to be talked about or be the laughing stock. She wanted to hold her head high Now, let me tell you this handful of british ladies that i'm talking about who lived all their young lives in the dr They have a terrific insight into the latin male psychology And since they were practically born and raised in that world They understand and accept latin men as they are and don't try to change them because it's futile
[27:07] Now many years ago when they first started telling me the stories of what it's like to be in relationships in latin america With those kind of upscale latin men. I thought they were talking about very lopsided extreme examples But in time I saw they were right on the money So you gringas coming down here looking for a long-term faithful relationship He might have to settle for an expat gringo. Sorry South of the border You've been listening to the expat files living in latin america coming to you twice a week from somewhere south of the border Email me the expat files at gmail.com And don't forget to check out expat wisdom.com to sign up for your free reports on latin america
[27:53] See you next time. Nos vemos He knows
